SPECIAL BOARD MEETING OF THE BOARD OF TRUSTEES

 

Minutes of the Special Board Meeting of the President and Board of Trustees for the Village of Stanford, held at Village Hall @ 7:00pm.

I.                   ROLL CALL:

Present: 6 – President John Owen, Trustees Rodney Colclasure, Nydra Owen, Homer Smith, Jim Bridgewater, and Normadee Miller.

Absent: 1- Trustees Jeremiah Pitcher

Trustee Pitcher entered meeting at 7:05pm

II.               Grants:

  • The board discussed the possible grant opportunity presented by Jim Cummings. The grant is for abandoned properties and for $75,000. It would cost the village around $2,000.00 to have Mr. Cummings to prepare and apply for the grant. The board was concerned that there is no guarantee that the village would receive the grant and the $2,000.00 for the grant writing could be wasted. The village has previously applied for this grant and did not receive it due to the state not having the funds. If the boards decides to go forth with this grant, it must be applied for by October 31st, 2016.

     

     

     

     

     

     

     

     

     

    Trustee Bridgewater moved, seconded by Trustee Pitcher to refuse the grant application work performed by Jim Cummings.

     

    On roll call, the vote was:

     

    AYES: 6 - Trustees Miller, Bridgewater, Smith, N. Owen, Pitcher and Colclasure.

     

    NAYS: 0

     

    ABSENT: 0

     

    There being 6 affirmative votes the motion carried.

III.            Dumpster for 310 N. Kathleen:

  • President Owen inspected the garage at 310 N. Kathleen. Not as bad as expected, still a lot of trash that needs to be removed. The board would like to rent a dumpster to remove the trash and make the property presentable for selling.

     

    Trustee Pitcher moved, seconded by Trustee Colclasure to rent a dumpster for 310 N. Kathleen, not to exceed $500.00.

     

    On roll call, the vote was:

     

    AYES: 6 - Trustees Miller, Bridgewater, Smith, N. Owen, Pitcher and Colclasure.

     

    NAYS: 0

     

    ABSENT: 0

     

    There being 6 affirmative votes the motion carried.

     

  • The board discussed the dumpster more and decided that $500.00 would not cover the dumpster expense. The board would like to rescind that motion.

     

    Trustee Pitcher moved, seconded by Trustee Bridgewater to rescind the motion for renting a dumpster not to exceed $500.00.

     

     

     

     

    On roll call, the vote was:

     

    AYES: 6 - Trustees Miller, Bridgewater, Smith, N. Owen, Pitcher and Colclasure.

     

    NAYS: 0

     

    ABSENT: 0

     

    There being 6 affirmative votes the motion carried.

     

    Trustee Pitcher moved, seconded by Trustee Colclasure to approve rental of a dumpster for 310 N. Kathleen, not to exceed $1,500.00.

     

    On roll call, the vote was:

     

    AYES: 6 - Trustees Miller, Bridgewater, Smith, N. Owen, Pitcher and Colclasure.

     

    NAYS: 0

     

    ABSENT: 0

     

    There being 6 affirmative votes the motion carried.

     

IV.             Well testing:

  • The board reviewed the bid from Layne Western for the well testing. The bids is for the testing of two wells. The bid is for $2,050.00 to $2,750.00 for both wells to be tested.

     

    Trustee N. Owen moved, seconded by Trustee Pitcher to approve the bid from Layne Western for the testing on two wells.

    On roll call, the vote was:

     

    AYES: 6 - Trustees Miller, Bridgewater, Smith, N. Owen, Pitcher and Colclasure.

     

    NAYS: 0

     

    ABSENT: 0

     

    There being 6 affirmative votes the motion carried.

     

     

     

V.                II:       MOTION TO ADJOURN @ 7:31pm

 

There being no further business to discuss, Trustee Bridgewater moved, seconded by Trustee Colclasure, to adjourn @7:31pm.
