PRESIDENT AND BOARD OF TRUSTEES

Thursday April 16th, 2015

REGULAR BOARD MEETING OF THE BOARD OF TRUSTEES

 

Minutes of the Regular Board Meeting of the Board of Trustees for the Village of Stanford, held at the Village Hall at 7:00pm.           

I.                   ROLL CALL:

Present:  6 – President John Owen, Trustees Homer Smith, Jim Bridgewater, Nydra Owen, Lou Trunnell and Normadee Miller.

Absent: 1- Trustee Jeremiah Pitcher

Also present: Chief Petrey, Treasurer Scott Eidenmiller and Attorney Mark McGrath.

II.               APPROVAL OF CONSENT AGENDA:

Trustee N. Owen moved, seconded by Trustee Bridgewater to approve the consent agenda as amended.

 

On roll call, the vote was:

 

AYES: Trustees Bridgewater, Trunnell, Miller, N. Owen and Smith.

 

NAYS: 0

 

ABSENT: 1- Trustee Pitcher

 

There being 5 affirmative votes the motion carried.

 

III:      TREASURERS REPORT:

                Treasurer Eidenmiller reported the following to the Board:

                        Treasurer Eidenmiller discussed the possible state funding cuts that would affect the Village. The village could possible loose up to 50% of the current state funding received each year. Treasurer Eidenmiller is working on a break down report to present to the Board. Treasurer Eidenmiller commended the Board of Trustees for their good spending.  

III.            APPOINTMENTS:

                No appointments at this time.

IV.             PRESENTATIONS:

No presentations at this time.

V.                PUBLIC CONCERNS:

No public concerns at this time.

VI.             COMMITTEE REPORTS:

VII.         STREETS:

Trustee Trunnell reported the following to the Board:

  • Trustee Trunnell along with Mike Boitnott drove the streets and examined possible trees on village property that need trimmed. Mike will do some trimming of the overhanging branches. They are going to contact Ameren to see if they will trim some trees back. 

  • Trustee Trunnell gave Mike Boitnott the side walk replacement information.

  • President Owen would like for Trustee Trunnell to work with Mike on the repair of 408 S. Division Street driveway.

     

VIII.      DRAINAGE:

          Trustee Pitcher was absent, no report given.

IX.             Water:

Trustee Bridgewater reported the following to the Board:

 

  • Trustee Bridgewater and the Board of Trustee discussed possibly hiring a person to help install the water meters. Clerk Phillips gave Trustee Bridgewater a name of a high school senior that is soon graduating, that could be a candidate for the position. Trustee Bridgewater will discuss it with Mike Boitnott.

  • Trustee Bridgewater is still working on completing the 20 year plan for the water info structure.

  • Trustee Bridgewater is still collecting quotes for the sandblasting of the tonka tank.

     

X.                Health, Welfare and Beatification:

Trustee Miller reported the following to the Board:

  • Trustee Miller is still receiving complaints about the appearance of the Village, and the accumulated garbage build-up on private properties.

  • All other maters have been tabled.

     

XI.             COMMUNITY DEVELOPMENT:

Trustee Smith reported the following to the Board:

  • Trustee Smith reported that activity is happening at Olympia Estates. The owner of lot # 1 has started construction on the house.

  • All other maters have been tabled.

XII.         POLICE:

           Chief Petrey reported the following to the Board:

  • Chief Petrey presented the Board with a monthly status reported dated:

    03/26/2015-04/16/2015.

  • Trustee N. Owen reported that the update on the liquor ordinance and fees is still being worked on. The update should be ready by the May meeting.

  •  Chief Petrey would like to attend a transitions class that would certify him as a full-time officer. It’s a two week class, five days a week held in Bellville, Illinois. The class costs $1,100.00 in which half would be reimbursed to the village after the completion of the class. The village would have to pay Chief Petrey for a 40 hour work week, room and board, mileage and also give him daily allotment for food.

     

    Trustee N. Owen moved, seconded by Trustee Bridgewater to authorize Chief Petrey to take the police transitions training class at $1,100.00, with a 50% reimbursement when the class is completed, plus other expenses.   

     

    On roll call, the vote was:

     

    AYES: Trustees Bridgewater, Trunnell, Miller, N. Owen and Smith.

     

    NAYS: 0

     

    ABSENT: 1- Trustee Pitcher

     

    There being 5 affirmative votes the motion carried.

     

  • All other agenda maters tabled at this time.

XIII.      LEGAL:

Attorney Mark McGrath reported the following to the Board:

  • 310 N. Kathleen, 407 W. Boundary and 114 W. Main, 408 S. Division have been put on hold.

  • Attorney Mark McGrath has prepared the intergovernmental agreement with Allin Township, President Owen and the Board are reviewing the agreement.  

                       

XIV.       NEW BUSINESS:

 

  • The insurance appraisal for the village building is still be worked on.

  • Still working on the Bloodborne Pathogens Training.

  • The Board of Trustee discussed the possible sale of the East Main Street lot. New residents to the village that just moved in to the west side of the lot are interested in purchasing the lot. The trustees would like to know what the village invested the lot. The village would have to have the lot appraised. The trustees would like for Attorney McGrath’s office to research the lot.

Trustee N. Owen moved, seconded by Trustee Miller to authorize Attorney McGrath’s office to research the East Main Street lot to sell.

 

On roll call, the vote was:

 

AYES: Trustees Bridgewater, Trunnell, Miller, N. Owen and Smith.

 

NAYS: 0

 

ABSENT: 1- Trustee Pitcher

 

There being 5 affirmative votes the motion carried.

  • The Trustees discussed the flex hours for the village clerk to be offered from Memorial Day to Labor Day.

     

    Trustee N. Owen moved, seconded by Trustee Trunnell to approve flex hours from Memorial Day to Labor Day, posting hours on a weekly basis.

     

    On roll call, the vote was:

     

    AYES: Trustees Bridgewater, Trunnell, Miller, N. Owen and Smith.

     

    NAYS: 0

     

    ABSENT: 1- Trustee Pitcher

     

    There being 5 affirmative votes the motion carried.

     

     

     

There being no further business to discuss, Trustee N. Owen moved, seconded by Trustee Miller, to adjourn @8:18pm.
